Facilities Planning and Real Estate
Real Estate
The Real Estate Team is responsible for all real estate matters affecting Charlotte-Mecklenburg Schools' (CMS) real estate holdings. Specific services include new school site acquisitions, dispositions of surplus property, lease and license agreement negotiations, exploring joint use opportunities and conveyances of easements and right-of-ways per applicable state statutes and Board of Education policies.

It is necessary for CMS to purchase buildings or land or to procure other assets in order to address the work of the Capital Improvement Plan (CIP). In the approval of a project for construction or renovation, acquisition may involve matters ranging from joint-use agreements to public-private partnerships to donations of real property.  This strategy may also include leasing. By implementing an effective acquisition program, CMS ensures that any property acquired is appropriate for CMS' needs.

Administrative and academic facility inventory records are maintained and updated by the Real Estate Team.  Additionally, this team maintains the inventory of CMS-owned vacant and leased facilities: Buildings and land owned by CMS, as well as those facilities leased to or by CMS. The Real Estate Team seeks opportunities to partner with local public agencies and non-profit organizations as a means to expand the use and development of CMS facilities and grounds.

Successful extended use and joint use partnerships afford many benefits to CMS, local partners and the community as a whole.  These include:
  • Shared cost savings for land acquisition
  • Less acreage may be removed from the tax rolls
  • Shared site work, development, construction, and operational cost savings
  • Multi-use of athletic fields; many schools receive upgraded fields
  • Multi-use of indoor athletics and performing arts facilities
Beyond formalized joint use agreements and extended use agreements, The Charlotte-Mecklenburg Board of Education makes CMS facilities available for short-term use by organizations when not programmed by the school. For short-term use of CMS-owned facilities interested parties should contact CMS' Community Use of Schools Department.

EASEMENT & RIGHT OF WAY

The Real Estate Team is charged with negotiating with public and private entities the acquisition and conveyance of rights-of-way, and temporary and permanent easements (storm water, sidewalk utility, access, construction and maintenance) on behalf of the Board of Education per applicable statutes and Board of Education policies. Easement acquisitions are in support of capital construction projects and other Charlotte-Mecklenburg Schools' facility needs.

LEASE MANAGEMENT

The Real Estate Team is responsible for negotiating and managing lease agreements with public and private entities at the direction of the Superintendent in support of Charlotte-Mecklenburg Schools (CMS) facility needs. Applicable lease agreements include leases where CMS serves as either landlord or tenant. Tenant leases are signed to support CMS' needs for additional academic, administrative and support spaces. Landlord leases are signed primarily for former school facilities that have been deemed surplus by the Board of Education.

Lease requests may be submitted via this Application. For short-term use of CMS-owned facilities, interested parties should contact CMS' Community Use of Schools Department.
