The Real Estate Team is responsible for all real estate matters affecting Charlotte-Mecklenburg Schools' (CMS) real estate holdings. Specific services include new school site acquisitions, dispositions of surplus property, lease and license agreement negotiations, exploring joint use opportunities and conveyances of easements and right-of-ways per applicable state statutes and Board of Education policies.
It is necessary for CMS to purchase buildings or land or to procure other assets in order to address the work of the Capital Improvement Plan (CIP). In the approval of a project for construction or renovation, acquisition may involve matters ranging from joint-use agreements to public-private partnerships to donations of real property. This strategy may also include leasing. By implementing an effective acquisition program, CMS ensures that any property acquired is appropriate for CMS' needs.
Administrative and academic facility inventory records are maintained and updated by the Real Estate Team. Additionally, the Real Estate Team maintains the inventory of CMS-owned vacant and leased facilities. These include the buildings and land owned by CMS as well as those facilities leased to or by CMS. The Real Estate Team seeks opportunities to partner with local public agencies and non-profit organizations as a means to expand the use and development of CMS facilities and grounds.
Successful extended use and joint use partnerships afford many benefits to CMS, local partners and the community as a whole. These include:
Shared cost savings for land acquisition
Less acreage may be removed from the tax rolls
Shared site work, development, construction, and operational cost savings
Multi-use of athletic fields; many schools receive upgraded fields
Multi-use of indoor athletics and performing arts facilities
Beyond formalized joint use agreements and extended use agreements, The Charlotte-Mecklenburg Board of Education makes CMS facilities available for short-term use by organizations when not programmed by the school. For short-term use of CMS-owned facilities interested parties should contact CMS'
